WETLAND


Happy Valley Crossroads

This project consisted of two delineations, conducted separately and concurred with by DSL.  A natural resource assessment for the City of Happy Valley and Undisturbed Buffer Averaging application for Water Environmental Services (WES) were prepared and permit issued. 

Peregrine Estates

S&A delineated a 5.58-acre vernal pool wetland, gaining concurrence from Oregon Department of State Lands and the Army Corps of Engineers. A Joint Permit Application was prepared for a residential subdivision, along with a Biological Assessment to meet Section 7 ESA consultation. All permits were obtained.

Tanner Ridge Development

A delineation and natural resource assessment for the City of West Linn were performed on the 16 acre property which included wetlands, waters and mapped Habitat Conservation Area (HCA) and Water Resource Area (WRA). The delineation report was concurred with by DSL.

Cedar Landing

S&A conducted wetland delineation and prepared a JPA for a 95.48-acre mixed-use development in Medford, Oregon. The site, a former golf club, had 0.16 acres of wetlands, 0.03 acres of ditch, and 0.68 acres of pond impacted. S&A designed and monitored onsite mitigation, achieving site approval in 2022.

Forensic Wetland

S&A conducted a forensic wetland delineation on a 4.84-acre site in Tangent, Oregon, to investigate a potential fill violation. Fieldwork and historical analysis revealed no wetlands were historically filled. Approval from the Oregon Department of State Lands was obtained, resolving the issue.


NATURAL RESOURCES


Brynwood, Residential Subdivision

S&A prepared a natural resources site assessment for a 19-lot subdivision in Portland, working with engineers, planners, and lawyers to minimize impacts on regulated resources. They developed a mitigation plan, attended a public hearing, coordinated with City staff, and secured final approvals.

West Linn Central Village

Completion of a Water Resources Area (WRA) Report for a proposed commercial development project in West Linn, Oregon. S&A completed functional assessments, wetland mitigation plans, and subsequent mitigation monitoring after construction was completed.

SW 153rd CWS Site Assessment

S&A completed a delineation and natural resources site assessment to obtain Oregon Department of State Lands concurrence and service provider letter from Clean Water Services. Site assessment included documentation of existing Vegetated Corridor conditions and planting for enhancement of the onsite Corridor. S&A has provided consulting support for implementation of the planting plan.


WILDLIFE / HABITAT


Biological Assessment;
Klamath County

S&A prepared Biological Assessments for two large projects in Klamath County to meet Section 7 ESA requirements. They identified ESA species, evaluated impacts on each species and critical habitat, and obtained Letters of Concurrence from the US Fish and Wildlife Service.

Wildlife/Habitat Survey;
Delta Hwy, Eugene, OR

S&A provided wetland and wildlife support for a project in Eugene, Oregon, conducting surveys to document bird, amphibian, reptile, and wildlife species of concern to state and federal agencies. They delivered a comprehensive memorandum identifying species that could impact future projects.

Deer: Credit to Zia Fukunda

ESA Species Determination; Westport, OR

S&A supported ESA compliance for a proposed subdivision in Westport, Clatsop County, Oregon. They researched and conducted a site visit to identify any rare, threatened, or endangered species within 1,000 feet of the site. A report was prepared detailing findings, including figures and photographs.


SUBCONTRACTING


Lower Columbia Estuary Partnership

S&A has monitored over a dozen tidal freshwater and euryhaline wetland sites along the Columbia River for five years for the Lower Columbia Estuary Partnership. They assess vegetation, soil, sediment, and plant communities using established methods to track environmental trends and impacts on migrating salmon.
